The last quarter of the 20th
century had witnessed a remarkable rise in prices of goods
and services, as well as in the cost of living reasoned in
the population rapid increase, which resulted in their extra
demands anc consumptions of goods and services essential to
fulfill their needs for better standard of living.
Jordanian civil
employees – this significant social segment of the Jordanian
society – have suffered a lot from the severe rise in
prices, which contradicts with the their low income. So, the
state had to study the employees issues aiming at
re-balancing their living conditions, and lifting prejudice
inflicting on them caused by the tremendous rise in prices
and on their lives.
To put an end for
the employees suffering, the state has decided to establish
a corporation, which will be responsible in providing them
with all their needs of food items and consumer goods.
By act # 50 of
1976, steps were taken to establish the Civil Services
Consumers Corp. which was approved on the 1st, of
February 1977 on which this corporation has assumed its
initial services, later on the dream turned into reality on
the 6th of April 1977 when the corporation opened
its doors to beneficiaries to providing them with its
services through its first market in Al-Abdal area: within
Amman, the capital.
In 1977 the number
of corporation's markets were two only, later on this number
has rapidly increased as many other markets have been opened
within the kingdom to become (38) markets by the year 2006.
These markets are able to cover the governorates and
important centers in Jordan for their essential needs of
products and consumer goods.
This increase in
the number of markets has been associated with the increase
in the number of the corporation's employees, whereas the
number of employees in the year of its establishment was
(108), this number reached to (864) employees in 2006. This
corporation has adopted several developmental programs
aiming at upgrading its functions through the implementation
of training courses in order to enhance the corporation's
level to match with the volume of its business activities,
which resulted in increasing and developing its purchases.
This huge volume
of purchases have required to build storage areas and
warehouses to store its goods and products; consequently,
huge warehouses have been built in order to fulfill the
corporation's storage needs. Thus, the corporation have
built its storage complex in "Khaw" area, one of the
benchmarks of the corporation's achievements in 1995. "Khaw"
complex storage area consists of (8) major warehouses with
180,000m2, in addition to administration areas, areas for
logistic services, as well as general facilities buildings
taking into account the most important scientific methods of
storage techniques.
"All goods and
products in the corporation's markets must match in quality
and specifications with goods and products in the local
markets but with competitive prices. Each item for sale in
the corporation's market will not be accredited until it
passes through a series of producers and heath, metrological
and tangible criteria to be sure of the item's validity and
excellence".
The combined
procedures have contributed in the mass sales of the
corporation. In addition, to the low marginal profit which
also contributed effectively in this sales increase. Whereas
sales volume in 1977 was JD (963) thousand, it reached to JD
(41,250,000) million by 2006.
The development of
Civil Services Consumer Corporation is reasoned to its
independence financially and administratively. It is
governed by a Board of Directors consists of (8) central
directorates, they are:
Administrative Department,
Financial Department, Commercial Department, Internal
Monitoring and inspection Department, Marketing and Quality
Assurance Directorate, Central Warehouses Directorate,
Information Technology Directorate, Development and Human
Resource Management Directorate,
In addition to the above,
there are several committees such as: Central Purchasing
Committee, Purchasing Subcommittee, Planning and Development
Committee, and Supplies Purchasing committees.
In order to enhance its
business proficiency; the corporation's has applied
decentralization methods in all branches, which reflects
positively on the consumers through providing them with
utmost marketing services and facilities. Furthermore, the
corporation has adopted unique methods in providing goods
and products to all consumers.
Through its
achieved successes, the corporation hoped to set its future
plans for maintaining and increasing its services volume. In
this regard, the corporation decided to broaden its
beneficiaries number to cover all Jordanians by allowing
them to buy from its markets; especially the goods that are
in rapid prices increase in the local market. The
corporation aims at re-balancing the prices and control its
rapid increase. To achieve such noble goal; the corporation
will open new markets all around Jordan, and will develop
new methods by adopting transparency and tolerances in
accordance with its business needs.
Since its
establishment, the corporation has set a number of goals
aiming at providing the Jordanians with varieties of food
and consumer products at low prices and good quality. It has
adopted suitable mechanisms that are proper with the local
market's supply and demands principles, whereas required
markets, warehouses, stores and show rooms have been
established.
Through this
mechanism, the corporation has toiled to slow down high cost
and to minimize its effect on employees life, through its
direct contribution in supporting the national industries,
promote and encourage the development of their products,
several markets. Which will result in more revenue to the
state's public treasury.

mechanism, the corporation has succeeded in reducing high
prices and minimizing their effects on the employees,
